No, but that’s part of their charm. Golf carts are only allowed on low-speed roads, which are coincidentally the ones near the city’s biggest attractions! This means you get to peacefully cruise by while still going everywhere you want to go.
Sure thing! Golf carts will get you and your stuff to any beach access in town, and after that, it’s only a matter of finding a nice spot to lay down and relax. Just keep in mind that you can’t actually park or drive your golf cart at the beach. You need to park it by the beach access in one of the golf cart friendly parking spots.
